CHAS subsidies: what your card covers and what you pay.

Fusion Medical is a CHAS GP clinic. CHAS, Pioneer Generation and Merdeka Generation cards lower GP and dental bills for Singapore Citizens. Here is what each card covers, what you still pay and what to bring.

What is CHAS?

A national scheme that lowers GP and dental bills for Singapore Citizens.

The Community Health Assist Scheme (CHAS) gives Singapore Citizens subsidies at participating GP and dental clinics for common illnesses, 23 chronic conditions, selected dental care and recommended health screening. Every Singapore Citizen can apply. The colour of your card, Blue, Orange or Green, sets your subsidy tier, and Pioneer Generation and Merdeka Generation seniors receive special subsidies with their PG or MG card.

CHAS lowers the bill, but it does not necessarily cover all of it. You pay the clinic's fee minus your subsidy, which depends on your card, the reason for your visit and any yearly limit already used. At Fusion Medical, you can use CHAS Blue, Orange and Green, Pioneer Generation and Merdeka Generation cards, but not Public Assistance cards.

  • Singapore Citizens — every citizen can apply, whatever their income
  • Three tiers — Blue, Orange and Green cover different care
  • PG and MG cards — special subsidies for Pioneer and Merdeka Generation seniors
  • You pay the balance — the clinic's fee minus your subsidy

Card by card

What does each CHAS card cover?

Your card colour sets your subsidy tier. CHAS Blue and Orange cover common illnesses, selected chronic conditions and selected dental care. CHAS Green covers selected chronic conditions but not common illnesses or dental care. Pioneer and Merdeka Generation cards bring special subsidies. MOH sets the amounts and yearly limits, and they can change.

Subsidies for common illnesses, selected chronic conditions and selected dental care, with Blue at the higher tier. Common illnesses are short-term problems that get better with medicine and rest, such as:

  • Cough, cold and flu
  • Fever and headache
  • Abdominal pain and diarrhoea
  • Skin infections, rashes and sore eyes
  • Urinary tract infection

CHAS Orange Common illnesses, selected chronic conditions and selected dental care. Per-visit and yearly limits apply.
CHAS Green Selected chronic conditions, with support for recommended screening and vaccinations. No subsidy for common illnesses or dental care.
Pioneer and Merdeka Generation Special subsidies. Your PG or MG card also works as your CHAS card. PG and MG cards are valid for life.
Public Assistance CHAS subsidies without applying for a CHAS card. PA cards are not accepted at Fusion Medical.

Using your card, step by step

Check. Bring. See the doctor. Pay the balance.

  1. Check

Make sure your card is valid, then book an appointment and tell us the reason for your visit. We see patients by appointment only.

  2. Bring

Bring your NRIC and your physical or digital CHAS, PG or MG card. A digital CHAS card is in the Singpass app.

  3. See the doctor

The doctor assesses and treats you. One CHAS claim is made per visit, for its main purpose.

  4. Pay the balance

The subsidy comes off the bill and you pay the rest. By using your card, you agree to the clinic sharing your details with MOH for the claim.

Good to know

A subsidy lowers the bill. It doesn't change the care you need: your doctor decides that first.

MOH sets CHAS tiers, subsidy amounts and the list of covered conditions, and they can change. Check your card on the CHAS website, and ask us about fees before your visit.

Community Health Assist Scheme (CHAS): frequently asked questions

Is Fusion Medical a CHAS clinic?

Yes. Fusion Medical at Wheelock Place is a CHAS GP clinic. We accept CHAS Blue, Orange and Green, Pioneer Generation and Merdeka Generation cards, but not Public Assistance cards. CHAS cannot be used here for anxiety, major depression, bipolar disorder or schizophrenia, which are claimable only at selected clinics. Fusion Medical is also a Healthier SG clinic that residents can enrol with; under MOH's rules, enrolled CHAS, PG and MG cardholders receive enhanced subsidies at their enrolled clinic. Visits are by appointment only.

Who can apply for CHAS?

All Singapore Citizens can apply for CHAS, whatever their income. Your tier, Blue, Orange or Green, is based on your household's monthly income per person or, for households with no income, the Annual Value of your home. Pioneer and Merdeka Generation seniors already have a PG or MG card, which also works as a CHAS card, and Public Assistance cardholders do not need to apply.

What do the CHAS card colours mean?

The colour of your CHAS card shows your subsidy tier. CHAS Blue and Orange cardholders receive subsidies for common illnesses, selected chronic conditions and selected dental care, with Blue at the higher tier. CHAS Green cardholders receive subsidies for selected chronic conditions, but not for common illnesses or dental care. Pioneer and Merdeka Generation cardholders receive special subsidies of their own.

Does CHAS cover the whole bill?

Not necessarily. You pay the clinic's fee minus your CHAS subsidy, so the amount depends on the clinic's charges, the care you need, your card and any per-visit or yearly limit. Only one CHAS claim can be made per visit, for its main purpose. If cost is a concern, ask about fees before non-urgent tests or procedures.

Which chronic conditions does CHAS cover?

CHAS covers 23 chronic conditions, including diabetes (and pre-diabetes), high blood pressure, high cholesterol, asthma, COPD, stroke, chronic kidney disease, osteoarthritis and gout. Anxiety, major depression, bipolar disorder and schizophrenia can be claimed only at selected clinics, and not at Fusion Medical. A visit for two or more conditions, or one with complications, counts as complex and has a higher limit. MediSave can also be used under the Chronic Disease Management Programme.

Can I use CHAS for screening or vaccinations?

Yes, if you are eligible. Singapore Citizens, including CHAS Green cardholders, can receive subsidies for nationally recommended vaccinations and for Healthier SG screening, subject to each programme's criteria. Fusion Medical offers both, by appointment. See our Screen for Life and adult vaccination pages.

What should I bring to use my CHAS card?

Bring your NRIC and your valid CHAS, Pioneer Generation or Merdeka Generation card. You can show a digital CHAS card in the Singpass app together with your digital IC. For a chronic condition, also bring a list of your medicines and any recent reports.
